Crews have spent Sunday, August 9, warning farmers, residents and the business community of the risk to farmland and the CBD.
They provided the pictures in the gallery above and warned that no one should try to cross or enter waterways.
"Never walk, ride or drive in flood water," a spokesperson said.
Two weeks ago, a vehicle was stranded in a creek at Congo after its driver entered floodwaters.
Acting unit commander Lloyd Jones said crews hoped the flood peak was abating on Sunday afternoon, but everyone should take care.
Eurobodalla Shire Council said at 2.12pm on Sunday, August 9 that North Head Drive Moruya was closed between Moruya Bridge (Highway) and the airport. Alternative route is Broulee Road.
The Moruya Business Chamber says the next high tide is 1am on Monday morning and its members should be alert.
